Shaftesbury Systems is a privately owned software company based in Hertfordshire and the creator and sole distributor of the ebillz billing software. The majority of their clients are based in the United Kingdom, however in 2007 Shaftesbury initiated a strategic expansion into Europe and North America and now has over twenty clients in countries as diverse as Switzerland, Denmark, Spain and Canada.

ebillz is used for rating CDR based Call detail record traffic as well as bringing together the billing of recurring charges such as WLR Wholesale line rental, ADSL/DSL Broadband and mobile calls and data to offer a single unified invoice for telephony Services. Shaftesbury have today over 200 active clients using their billing platform ebillz, and a team of 16 developers and support staff.

In 2008 Shaftesbury started work on integrating their billing system with new providers of WLR3 (Wholesale line rental) and now have full integration between ebillz and TPI providers of access to the BT Openreach EMP. In 2008 Shaftesbury were awarded with the BSI British Standards Institution Kitemark status for the Total Metering and Billing System (TMBS) award. This was in recognition of the detailed quality audit done of the bureau billing process option available through ebillz.

In autumn 2009 Shaftesbury launched the Enterprise version of ebillz which comes with substantially improved scalability and resilience to the Carrier grade & Super-Reseller market.
